Taiwan Visitor Visa for Pakistani Citizens: Requirements and the Guarantor Step

Why Pakistan is treated differently

Taiwan’s Bureau of Consular Affairs (BOCA) maintains a list of designated countries whose nationals must follow a special procedure for visitor visas. Pakistan is on that list, along with Afghanistan, Bangladesh, India, Nepal, Nigeria and others.

The practical effect is twofold:

1. Limited purposes. Nationals of designated countries may apply for a visitor visa only for defined purposes — official missions, business, visiting relatives, or medical treatment, among the categories BOCA lists — rather than general tourism.
2. Extra documents. In addition to the standard visitor visa documents, designated-country applicants must provide a letter of guarantee from a sponsor in Taiwan and a set of additional proof documents.

Because the list and the purposes are revised, the current version on boca.gov.tw is the reference point for your travel dates.

The standard documents, plus the designated-country extras

As with any Taiwan visitor visa, you start with the standard documents (as of August 2026):

• Completed and signed application form — filled in online at visawebapp.boca.gov.tw and printed
• Two passport-size photos (45 mm × 35 mm), in colour within six months, white background
• Passport valid for at least six months with blank pages
• Return ticket and travel itinerary

For Pakistani citizens, BOCA’s designated-country procedure adds the following:

• Letter of guarantee from a sponsor in Taiwan
• No criminal record certificate
• Proof of financial resources
• Proof of accommodation in Taiwan

The letter of guarantee form is available on boca.gov.tw and is authenticated by the Bureau of Consular Affairs, a MOFA branch office or an overseas mission.

Who can be your guarantor

The guarantee requirement is the step that surprises most applicants, because it involves a person in Taiwan. BOCA’s requirements for the guarantor are:

• Over 18 with full legal capacity
• A Taiwan (ROC) national or someone with legal residency in Taiwan (an ARC or APRC holder)
• Must have an occupation or income in Taiwan, evidenced by the most recent tax return — unless proof of employment is provided with the employer’s seal

The guarantor signs the letter of guarantee and provides copies of their Taiwan ID card, ARC or other legal resident certificate (front and back). If you are invited by a Taiwan organisation, the legal representative or a designated officer of that organisation usually serves as the guarantor.

Note that completing the guarantee is only one requirement of the visa application — it does not mean the visa will be issued. The decision belongs to the mission and the Bureau.

Where to apply and what to expect

Pakistani applicants apply at a designated ROC overseas mission — applications are not accepted by mail. The mission examines the documents, may request an interview, and decides the case, with cases needing further review referred to the Bureau of Consular Affairs in Taipei.

Three things to plan around:

• Apply in person — some missions require personal submission and an interview.
• Fees are non-refundable. Taiwan may refuse a visa without giving a reason, and the application fee is not refundable regardless of the outcome.
• Polio vaccination proof may be required. Where the applicant has resided in or visited a country at risk for polio transmission — and Pakistan is on that list — proof of an oral or inactivated polio vaccine dose given four weeks to a year before applying can be required. Check the current requirement for your travel dates.
